Disability is a medical condition or seriously impaired bodily function that substantially limits or restricts an individual in the context of standard norms for certain groups. The term is often used to refer to individual bodily functions, including physical disabilities, sensory impairments, cognitive impairments, intellectual disabilities, mental illness, and various types of chronic diseases.

Around the world, people with disabilities exhibit poorer health outcomes, lower educational achievement, lower economic activity, and higher rates of poverty than non-disabled people. This is partly because people with disabilities face barriers that prevent them from accessing services that many of us are accustomed to, such as health care, education, employment and transportation, and information.

These barriers can take many forms, including those related to the physical environment, legislation, policy, public attitudes, or discrimination.

People with disabilities are at much higher risk of violence:

Children with disabilities are nearly four times more likely to be abused than their healthy peers.
Adults with some disabilities are 1.5 times more likely to be victims of violence
Adults with mental health conditions are nearly four times more likely to be victims of violence.
Factors that contribute to the risk of violence against people with disabilities include stigma, discrimination and ignorance, and lack of social support for those who care for them.

Evidence and experience show that when all barriers are removed, people with disabilities are empowered to fully participate in society, bringing it very tangible benefits. In Europe and Central Asia, children with disabilities are particularly vulnerable to stigma and discrimination and are often isolated from the rest of society. Sometimes they are left out of national statistics and thus become “invisible” to decision makers, service providers, and the public.

While information about the 5.1 million (this is an approximate number) children with disabilities in the region remains scarce, we know that they face numerous violations of their rights, from a lack of early diagnosis to denial of access to education and participation in the community.

The violations of their rights are often very serious
The social isolation of children with disabilities is exacerbated if they already belong to another vulnerable group. Examples include a Roma girl with visible disabilities who was forced to beg in the streets, or a Syrian refugee child living in Turkey with disabilities whose family is at risk of poverty.

The violations of these children’s rights are often very serious: Globally, up to 68% of girls and 30% of boys with intellectual or mental disabilities are sexually abused before they turn 18.

There is a prevailing tendency to “fix” children with disabilities rather than to change attitudes toward them. There is a focus on medical responses to correct “defects” rather than broader support to help children reach their full potential.

The region lacks services to identify and diagnose a child’s disability at an early age and to provide individualized support to families. As a result, children with disabilities are often placed in residential care, an approach that is justified by the fact that “it would be better for them”. Globally, children with disabilities are almost 17 times more likely to end up in institutions than other children.

Because of stigma, many families hesitate to ask for help and information support

In Europe and Central Asia, millions of children with disabilities are believed to be out of school. Many are still denied access to mainstream education and are sent to so-called special schools. Some teachers still refuse to teach children with disabilities, and other parents fear that their child’s education will suffer if they have a classmate(s) with disabilities.

Many children and adolescents with disabilities are isolated from social activities and participation in the community; this problem is exacerbated by the lack of an environment for the disabled.

Due to stigma, many families hesitate to ask for help and information and end up unaware of their rights and accessible support. Relatives of a child with disabilities are exhausted trying to combine earning a living with caring for them; as a result, the risk of institutionalization increases.

UNICEF works to defend the rights of children with disabilities across Europe and Central Asia, from promoting the best possible ways of caring for such children, to supporting their education and participation in local life.

The media should avoid coverage that reduces the description of a person to one characteristic – his or her disability – and prevents from seeing the person as a person. We have collected practical tips on what stereotypes should be broken, what correct language to use, what shots to use when shooting and how to communicate with people with disabilities.

People with disabilities are often portrayed as an untouchable caste: they are either pitied or overly heroized. Half a century ago, people with disabilities were most often perceived as “sick” and eternal “patients” of hospitals, helpless and dependent on others (the medical model of disability).

But since organizations of people with disabilities began to appear en masse around the world and loudly declare their rights and the fact that people with disabilities are part of society, and not just an object of charity or a “victim” of the disease, the understanding of disability has changed. Today, the social model of disability is based not on the physiology of the person (health disorders) that make them “disabled”, but on the barrier nature of society.

In other words, barriers make people “disabled” – stereotypes and judgments about people with disabilities (mental barrier), institutional barriers related to laws and policies, economic barriers, as well as environmental barriers such as physical inaccessibility, restrictions in information and communication. Barriers generate discrimination, exclude persons with disabilities from public life and place them in a position of humiliation.

If we consider disability according to the social model, it means that barriers can be eliminated. For example, employers can be motivated to remove physical barriers in the workplace so that persons with disabilities do not feel inconvenienced, can do their job and are not discriminated against. But it is important to take into account the opinion of people with disabilities themselves. You should not, even with the most sincere call, do something without asking whether a person with disabilities needs it?

The principle “nothing for us without us” is also applied in the depiction of people with disabilities in journalistic materials.
